LOW INCIDENCE

Although exceptionality labels do not predetermine the location or intensity of services they do assist with special education eligibility and professional qualifications for providers who work with those students. The Kansas State Department of Education and Kansas teacher preparation programs recognize Low-Incidence exceptionality as conditions characterized by a relative infrequency of occurrence and severity of the impact on major life functions. Examples of Low-Incidence exceptionalities include but are not limited to: moderate to severe intellectual disabilities, sensory impairments including blindness and deaf and hard of hearing, orthopedic impairments, traumatic brain injury, autistic spectrum disorder, or some combination of two or more of these conditions.
